Y. Idrissov: Organization of the Community Council under Kazakh Ministry of Foreign Affairs is one more step towards agency’s disclosure

The inaugural session of the new political institute of Kazakhstan, the Community council established on February 29th under the Ministry of Foreign Affairs of the Republic of Kazakhstan had been held on March 5 in the Ministry of Foreign Affairs of the Republic of Kazakhstan under the chairmanship of Minister of Foreign Affairs Yerlan Idrissov.

While opening the meeting of the Community Council, Y. Idrissov noted the great importance of the activity of the state bodies to organize the Community Council, emphasized its focus on improving the transparency, deeper involvement of civil society in the process of the government of the state.

“We are kind of pioneers in this matter, therefore we feel a special responsibility for the successful implementation of the initiative of President Nursultan Nazarbayev to raise the level of public control over the activity of governmental organizations. I am convinced that such a control is an integral part of efforts to build in Kazakhstan highly developed, high-tech, self-sufficient, liberal society, which will be characterized by one of the 30 most developed countries in the world“,  Yerlan Idrissov said.

The Community Council under the Ministry of Foreign Affairs of Kazakhstan includes representatives of various professions covering the whole spectrum of activities of the foreign policy service of Kazakhstan. Members of the Community Council became honored public leaders of Kazakhstan, such as Kuanysh Sultanov, Byrganym Aitimova, Valikhan Konurbayev. Academic circles of Kazakhstan are represented in the Council by means of such experts as Bulat Sultanov, Sultan Akimbekov, Yerlan Karin. In respect of  the economization of foreign policy of Kazakhstan, the interest in participation in the Community Council expressed CEO of "Altyn Kyran" Islambek Salzhanov and deputy chairman of “KAZENERGY” Association Dzhambulat Sarsenov. Also, the council includes such well-known journalists of new breed, as the director of the socio-political newspaper "Aykyn" and "Liter" Alan Azhibayev and the director of the Eurasian Council on Foreign Relations, active Internet blogger of Kazakhstan Zhanbolat Usenov. The younger generation of public leaders of Kazakhstan in the Council is represented by lawyer Liliya Ispenbetova.

The focus of the council structure was made on the active participation of representatives of non-governmental organizations. Thus, Executive Director of "Argo" Dzhamilya Assanova, Director of the Expert Institute of European Law and Human Rights Marat Bashimov, president of the Civil Alliance of Kazakhstan Nurlan Yerimbetov, president of the Club of Chief Editors Bibigul Zheksenbay, chairman of the Eurasian human rights center Yenlik Nurgaliyev, Director of Kostanay branch of the Kazakhstan International Bureau for human Rights and Rule of Law Anastasia Miller and President of the Internet Association of Kazakhstan Shavkat Sabirov entered the Council.

The Minister of Foreign Affairs of Kazakhstan Yerlan Idrissov and the heads of key departments compose a part of the Community Council structure on behalf of the Ministry of Foreign Affairs.

At the first session of the Council, after preliminary discussion the charter document- Regulation of the Community Council under the Ministry of Foreign Affairs of Kazakhstan, the Work Plan for 2016 had been adopted. The Presidium, the Chairman and the Secretary of the Council were elected as well. The Presidium includes Y. Idrisov, K. Sultanov, B.Aitimova, N. Yerimbetov, B. Zheksenbay and U. Suleimen. B.Aitimova became the chairman of the Council. U.Suleimen was elected in capacity of the Secretary of the Council .

The session participants agreed to work jointly in strict accordance with the plan for 2016, to coordinate all decisions, to carry out ad-hoc meetings to inspire the practical content of the initiative of the Head of State to provide "social monitoring" for the government authorities activity, including the Ministry of Foreign Affairs. The participants also agreed to orientate the Community Council to work with the media, NGOs and the general public for communication and clarification of efforts of the Ministry of Foreign Affairs to promote and protect the national interests of Kazakhstan, as well as information and analytical activity to prepare appropriate recommendations to the Kazakh diplomacy on the most important foreign policy issues.
